Kristina Costa is an energy and climate policy expert with more than 15 years of experience across the federal government, campaigns, research, advocacy, and consulting. She works with clients to develop pragmatic, ambitious policy solutions and strategies to advance them.

From 2022-2025, Costa was Deputy Assistant to President Biden and director of the White House office responsible for implementing the climate and energy provisions of the Inflation Reduction Act. Costa oversaw a lean White House team and robust interagency process that awarded more than $100 billion in federal funds and issued guidance on two dozen clean energy tax provisions that spurred more than $500 billion in private-sector investment. Prior to her White House role, Costa was a senior advisor to Deputy Secretary of State Wendy Sherman.

Costa previously served as an advisor to John Podesta and Brian Deese in the Obama White House, managing implementation of the Climate Action Plan; as a policy advisor and speechwriter on Hillary Clinton’s 2016 presidential campaign, where she was a member of the debate prep team; and as a legislative assistant in the U.S. Senate. She was also a senior fellow at the Center for American Progress and a principal at Fenway Strategies. She has consulted on climate and energy policy issues for a wide range of businesses and nonprofit organizations.

Costa lives in Chicago with her husband and their exceptionally photogenic orange cat, Roosevelt.
